Groundswell serves DC Solar for All subscribers with an industry-leading customer experience and a custom SharePower online dashboard that lets subscribers see their savings and impact over time. These services are paired with updates about DC Solar For All’s impact in the District, program updates, and savings opportunities by mail, email, and text message. Groundswell’s team continuously applies transformative research and data findings, as well as direct customer feedback identify new opportunities to better serve subscribers.

Through DC Solar for All, subscribers receive up to $500 a year in electricity bill savings. Additionally, Solar for All subscribers have helped prevent roughly 17 thousand metric tons of carbon dioxide pollution while supporting clean energy careers and clean energy access in their community.

Program History

Mayor Muriel Bowser launched DC Solar for All in 2016 with a goal of providing 100,000 low-to-moderate income families with the benefits of locally generated clean energy. One of the most progressive solar programs in the US, SFA uses a creative approach to improve access to clean energy and clean energy savings within the District, while improving energy equity. SFA allows DC households to slash their energy burdens while protecting local, underserved communities in the face of the changing climate.

Groundswell is a DC-based nonprofit that has partnered with the DC Department of Energy and Environment (DOEE) to serve SFA subscribers. 

Who Qualifies?

DC Solar for All community solar options are available to Washington, DC residents if the household income is below 80% of the area median income (AMI) threshold (listed below) or if residents have been approved for a qualified program (such as LIHEAP). The US Department of Housing and Urban Development (HUD) now allows residents of HUD-assisted properties in the District to access DC Solar for All without experiencing an increase in their housing costs. HUD has determined that the program’s community-net-metering credits will not count toward household income and utility allowance calculations. Read the full HUD update here.
